Yes, of course, as an example traffic rules and traffic definitions are part of the basegame. Some textures, models amd other assets from maps DLCs are also in the basegame. And so on…

Because every update contains a lot more things than just the ones Vojta lists (even when it's more detailed with the list, like some times recently). One single comma changed in the base game means everybody had to update the game no matter the owned DLC.
And because SCS decided to keep one single line of updates instead of a complicated tree depending on which DLCs we have or not (what would had turned a hell of a job to keep the game properly updated).-

A lot of content is stored in the base game files as they are or might be used throughout the whole map
This signature virus has been spliced with the Fundementalism-B virus to create a new more contagious strain. Please look for it infecting a signature near you.

i think some modder want to know this if they dont already, we got pin override now, so no more tricks with ui_truck_scene_config and mod conflicts because of this

But SCS explained so badly that I didn't understand very well. Is a group of pins is entered into a file "data.sii" or a new file is created ("accessory_truck_data.sii"). I tried to insert a group of pins into the "data.sii" file and it doesn't work.
So I went back to the old (by editing the "truck_config_scene" file) way until SCS published a little more about those possibilities.
