Raw area is a very poor metric for how much work really goes into a DLC. The Balkans have very mountainous areas, the road network is rather chaotic, there is a whole lot more country- and language-specific assets to be made, and amidst all of it a large amounts of border crossings to make, which will eat up a lot of space due to the scale of the game, of which there already isn't that much thanks to the cities of RTTBS creeping in onto the borders. I will not be surprised if making the rest of the Balkans will make making Iberia look like a piece of cake.
