I really hope people still using Windows 7 in 2021 are using the dodgy method to get actual security patches, or at least making sure the machine is not connecting to the internet on a regular basis........

When SCS updates the game engine and adds DX12, can we get rendering of shadows and rain in the rearview mirrors in ATS and ETS2?

Those things doesn't require DX12 to be done. They are "just" cut corners to squeeze enough performance of the current architecture of the game engine.

yeah, but with dx12 a lot of graphic changes will come. Like night shadows, currently bug that lights from street lamps, headlights, and any other light except the "sun light", not generate shadows and can pass through objects like those objects are invisible to it. (for example: the truck, trailers, the cargos, and practically all objects of the game)

Again, DX12 is not a magic tool that will fix every problem in the game, it will make things better in one way or another but not instant changes like that, that's up to the Devs to implement the improvements.

everything else that DX9 already can do, or DX10 or DX11, the API has nothing to do with it other then translating between game and hardware to put an image on your monitor

Regarding the Win7 problem, i don't think that this is a major problem.
The only problem seems to be that a great fraction of the Win7 user is moaning, while the greatest part of the win 10 user i saying nothing, leading to the situation that the problem seems to be bigger as it is.
And a great part of the users of Win7 will be able to switch to win 10 without any problem, that probably only half of the win 7 users have a REAL ISSUE, the others just don't want to migrate, THAT'S O.K. but that can't be the problem of the complete users, just of them able but not willing to migrate.
Even the computers based on intels second generation processors can easily run on Win10 (i did it on a i7-2760qm in a T420 from year 2011, in 2012 the i7-3612qm came out and i run that since years on win 10, i didn't test it on my T400 from 2008 because this is my XP computer, but i assume even that would run on win10)
In comparison of the total group of ets2/ats-users only a handful of gamers have serious problem, and a handful of gamers have a psychological but not a technical problem)
Somehow it remembers me at the current vaccination situation, a minority don't want to get vaccinated (it's their right), but don't wan't to take the consequences of their decision.

Steam graphs show that much more than half of users are on Windows 10 or Windows 11. Only a little portion are still on Windows 7/8/8.1.

Man, if a spec of dust at any point of its existence ever got close to a feather belonging to a chicken or even suspected to belong to one, you guys could make an entire chicken farm the size of Texas out of it... This forum is unbelievable.

DX12 will come, when? None knows...

DX11 had a HUUUUUUGE impact on performance, I dont expect the same from DX12 but it will enable new possibilities for the devs and a bit more efficiency out of the engine.
My old system went from just barely hitting 60 fps on DX9 to 100 - 120+ fps on DX11, and it was a pretty old PC with a mid range graphics card at the end.

2500K, 16 gb ram, and an RX580 8 gb... not a bad system but far from top of the line.

My current system can run this game at 8K and probably on 3 monitors with 60+ fps! xD ...if 8K monitors ever became mainstream. But as you can see in my signature, I have 1080p screens... because I dont see any need or much benefit of more, just more costs on all levels. I only watch some content and game on my system. If I did blender work or editing anything else I'd get a 4k+ monitor or a 4k ultra wide, but I dont... I'm a professional slacker... not a PROFESSIONAL...

To be more exact, near 95% of Windows users on average are on Win10 or 11.

But remember that Steam survey is NOT a collection of ALL the users in Steam. It's a survey only between those that are "randomly" selected and accept to be scanned. Steam survey is useful to see general market trends, but only SCS could have the figures that interest to them, the real picture of their players. It's possible that it could be near those numbers, but also is probable that a lot more old computers are playing SCS games (that do support them) than the average Steam game (that doesn't support already such old machines). If the non-DX12 windows users would be "only" a 10% (double the Steam survey ones, but still a clear minority); that would still be several tens of thousands of people.

There would be no real problem, they could keep playing in OpenGL if they want or to remain in old version like those who didn't want to link the game to Steam. But to be honest, the OpenGL version is the lesser evil they need to keep Linux and Mac versions players supported; not something a Windows user that has seen the DX version would like to go play. Would they release "soon" a Vulkan version, they could get rid of OpenGL and DX11 in a single shot. We all could play under the same version
except those with very very old systems probably under min-specs or so close to those today that would probably came out of specs on next change of them. And then they would be free to add the DX12 version at will.

Whatever, DX12 now is pointless. They had to do lots of other changes prior to be able to leverage the improvements DX12 can offer. Neither Vulkan could offer so much without those other changes first; but at least it could superseed OpenGL that is a moving corpse.

So, don't expect to see DX12 before having seen several other big changes in future updates the kind we saw with FMOD or Lighting.
