A solution could be to make a higher res paintjob and then lower its resolution to make a low res variant so the quality of paintjobs depend on an option in the game settings that lets you select the paintjob quality. Could be a nice idea.

I tried what you said. In the mod I made, I reduced the design from 4096x4096 resolution to 2048x2048 resolution used by scs. And the result. Got it. Interesting. If what i said would be implemented as a game graphics option by scs all of those issues would be avoid, a bit odd that a lot of new paintjobs look very pixelated. The Renault paintjob looks great as well!

I honestly see no reason for paints not to be 4096x4096 as standard these days. Sure it might harm some potatoes in convoy, but that's where mipmaps can help right?

thats not what mip mapping is made for, it is made for rendering objects far away from you with less texture resolution, not to shrink the resolution depending on your graphics settings

Anyway, even if you reduced the size, your paintjob still looks better than the presented by SCS.

Same thing with the DAF XF Euro 6 Unity Edition paintjobs, it's very poor quality:
