Like what exactly? If you are referring to higher skill levels, then no - not unless your profile was already in existence when v1.36 came out in December 2019 which was the last time new drivers were added.
Cheers, Steve

I've have hired Jay Z. and Donald T.

I hired Pavel S. as a US driver, and he is the company owner/avatar too. I also hired him as a european driver, but in Prague, so he's not too far for his extra job at SCS.
Busy guy, that man.
But he takes long jobs so he's not frequently available in Prague. That's the reason we hear little from him.

Your Thomas V. is impressive - that's the highest level I've seen for a driver in the recruitment agency, level 28

Yeah it's not really an Easter Egg they have been adding real people for a long time.
Although some of them still use stock images, new additions include people they met at GATS from the community. Beta Testers and Moderators here, staff, a few truck related community members like Iwona Blecharczyk, I believe Jessica Lynn was added when they did that colab with After Party but the main bulk of drivers are SCS staff past and present. Oscar was just the latest addition.
I do wish they would update some of the older "fake" drivers with real people where possible though.
