1.43 update introduces these two new tire models.
AFAIK, these are steer axle tires. Is it sensible to put steer tires on drive axle? Maybe an oversight?

Z tires are made for all axles(even trailer axles).F would be the steer tires.

Pretty much.
Only place where "Z" tires are considered "steer" tires is in north america, as we do not have F tire (at least Michelin and Goodyear are not selling them here), and even then they are marked as for "all axles"
Rest of the world, you have F (steer), D (driven), T(Trailer) and Z(all position) tires.

I use those Z tires on taglift axle where acceleration grip isn't required

That said, on the upside it's easier to manage inventory
