If I remember correctly I got similar issues a long time ago using one of the first improved weather mods. I think the lights issue could be cased by those hd settings...

Mine look fine with Realistic lighting but I use HD textures by rPederson instead

Well,I tried to toggle the following things/mods :
- Realistic lighting
- FAEL mod
- ingame color correction
- ingame reflection quality (from medium to high)

and still no difference whatsoever ...

i'm clueless on this one ...
