Moh sayeth: Never had an issue caused by roadworks/Red lights in the faster time scale and delivery times.

If you're driving over 38mph then you're always making up time. Since you're at 50+ most of the time outside of city limits the time loss at RR and road works is negligible.

I have my rules: (ETS2 vanilla)
70 km/h on three-lane highways.
65 km/h on two-lanes highways.
55 km/h on standard roads.
45 km/h in city "suburbs"
40 km/h near destination.

It's better for speed perception, reaction time against wild AI cars (hey I'm going to be 70), or two-to-one german exits,
and never got me late on delivery, including red lights, roadworks, T-junction jams, difficult parking choice etc.

Just check the delivery time before accepting jobs... You know what? I generally also check the "forbidden" side roads, yes with the trailer.
Still on time.. It's possible, because it's damn easy.

I wish real driving was so simple.

There's a road near my house that get's dug up on a 3 month cycle switching between National Grid and Severn Trent Water,

I dont see it as a issuse more like realism, in real life there is long red light because traffic from other side has to clear first, on longer streches htere is even red in both ends for some time to insure no car is "left" in the middle of roadwork when opposite end is driving.
