At this point it's not that big a deal, SCS have been pushing hard to bury legacy as much as they can in favour of Steam. After the initial Scandinavia release all retail copies were pretty much Steam Codes any way. Only the base game, Go East, and some of the older bundles have retail boxed options.

Even so once you register on Steam you seem to get all the languages any way. I don't recall if the retail version was limited in languages (I don't think it was) but it certainly isn't on Steam with a previously UK retail copy. Unfortunately my old game disc is buried in a cupboard, so I am not willing to double check. :P

Realistically I don't see much use from a modding perspective to get access to the locale file, while sure it could be used to add more drivers, it's really the only useful aspect.
