The downsampling menu. Does it have any function at all with a 4K resolution. Does downsampling even make sense at 4K?
I don't see any difference between 100%, 150, 200, 400.
There was a clear difference on my old FullHD monitor.

Theoretically yes, it will be exactly what you will be doing
Point is, as xXCARL1992Xx said you, a 4K native monitor of usual desktop sized (around 32" for that resolution) already have enough resolution and pixel density to create an smooth image without most of the jagged edges that the image of this games show at lower resolutions (due the lack of a good AA system in the game). To avoid those jagged edges is the only purpose of the downsampling thus pretty useless if the 4K monitor already gives you a good visual output. Downscale at that native resolution will serve only to strain your GPU and to heat your room (and probably to lose average FPS and even suffer stutters too).

Yes 4K and 400% scaling is possible but puts a bit of a strain on a GTX 1080 TI with a 21:9 screen (5120x1440)
