Duplicate Product Key on steam

I just bought ets2 from my local electronics shop as a cd. When i tried to enter the product key, i saw that my key was used, but the case was sealed. What should i do?

Options:

1. Contact SCS via email support(at)scssoft.com may take a while.
2. Contact Steam support. Although it was a retail purchase, Steam may wish to look into who/how the key was used.
3. Return to the store and tell them what happened and demand a replacement.
