The XEON runs at 3.7 Ghz which is comparable with eg i5 4670
Could be other stuff causing issues eg throughput on the mainboard

This signature virus has been spliced with the Fundementalism-B virus to create a new more contagious strain. Please look for it infecting a signature near you.

And with such an old i5 you wouldn't expect stable 60FPS in modern DLC cities at triple FullHD setup.

It's not a CPU for gaming and in games so much bound to single-core like SCS ones that disadvantage is more clearly noticeable.

The drops are more than expected; maybe not so exaggerated that's true. But expected anyway. If he would not be using that PC for professional workloads (or any other that take vantage of more than 4 cores) I would suggest him to disable HyperThreading. It would be the easiest, fastest and painless option to have a noticeable bump in performance when playing ETS2/ATS.

It runs fine in 3840 x 2160 and 300% scaling (single screen)

Yes, I drive with ownable trailers almost exclusively -- let's me choose the cargo type I wish to haul and often gives me more routes from a given city than Freight Market.

And yes, I do feel my current gear is overkill. That's for reassuring me. ;) I play other more demanding titles on this PC and do not have the fps, stutters and slowdowns I see with both ATS and ETS2. As noted, both titles used to perform much better on my old config with the slower 2.0 GHz Xeon's, Radeon 470 4GB and with scaling than they do in their current state on a 3.7 GHz Xeon, RTX 2070 8GB and only 100% scaling. Something is definitely off.

Indeed. Thought about that, but not sure how to go about quantifying it...

I'm contemplating a new board/cpu/ram, but hesitant to drop more $ on tech not knowing conclusively whether it will fix the issue. There just seems to be so much chatter about low fps/performance/stutter regardless of hardware, suggesting the hardware isn't the issue...

That's the res you're using?

If so, that's what I find frustrating. From past experience with my slower Xeon's @ 2.0 GHz + Radeon 470 4GB I used to play on my 40" 4k w/ scaling, which is significantly more pixels than 3 x 1080 @ only 100% scaling. At one point I even had the 40" 4k in an Eyefinity setup with 2 x 22" 1080p in portrait mode for my left/right mirrors. That's 6000x2160 and it was playable! Arg.

Mirrors and SSAO are killers
Running with a Renault T Evolution atm, not much of the mirrors can be seen in the cabin
The GUI mirrors are off, been off for a long time

I have this as start up parameter (16 Gb mem)
-mm_pool_size 4000 -mm_max_resource_size 32 -mm_max_tmp_buffers_size 1000

Also using these Geforce Experience settings

Yeah, I keep SSAO off for that reason, but I need my mirrors. ;) I find immersion is heavily impacted without them, but I do have the draw distance dropped down to help with performance. I can compromise a little on mirror quality, but there's no point running them too low and having everything look like a blocky mess when trying to back a trailer. I also tried with no front mirror on my Scania for a bit just to eliminate one mirror from being rendered... no discernable difference in performance.

I have tinkered with the resource size/buffers, but can't say that it conclusively made a noticeable difference. Mostly because of how wildly performance of the game seems to vary... everything's fine pushing 100 fps while rolling down the highway, even some cities or rather some parts of cities my rig seems to manage 70-80 fps, maybe dipping into the 60s. Then something happens and bam, performance goes right out the window along with framerate, which dips into 40s or I've even seen 30s. Get back on the highway and the frames come back up...

I do plan on trying a few things tonight, like no traffic, no ownable trailers, etc. See if it makes any measurable difference...

Did some testing with traffic disabled, then with my ownable trailer dismissed and finally with HT disabled (running on 4 cores @ 3.7 GHz).

I noticed some improvement, but nothing substantial enough to address the overall performance concerns/fps dips/lack of smoothness that I see while just driving around in various parts of cities across the map. The experience is not limited to the Iberia DLC.

That said, I did make an interesting observation in the following location. From bugs.txt:

This is at ACC in Madrid. Cargo job with the pickup point located between two blue buildings.

I lined up for backing and look up at minicon -- it's showing 103fps! Cool!

Then I start backing and with the trailer just starting to enter the space between the two buildings I look up again and minicon is now reporting 68fps and dropping...

As a reference for positioning, first picture -- lamp post in the center with some sort of gas works to the right. After backing, the lamp post has moved to the right and the gas works is now center of the frame.

So by the time I backed in, an ~40fps drop in this one scene. No traffic, no grass, no vegetation and no pedestrians visible in the scene.

I am excited to have possibly identified a location where I may be able to reproduce a sizable fps dip vs "I see this while driving around".

I will try to test/retest this location with a few different settings and see if I can quantify things any further...
