My Question is, if I can change my headquarter. And when I can change it, How?

Yes. Go to the list of drivers - you should be the first one.
Click your name, then click MOVE button (it should be right under your stats, on the left side), then use the map to find a new garage, click it, then find an empty slot in that garage, and select it. Then click OK.
Remember, it has to be an empty slot in another garage.
To bring your truck, too, go to the vehicles list, locate your truck then click MOVE (or relocate) and do the same.
