Using Secondary torque values

What are the criteria for an engine to use the Secondary torque values, and, can they be edited?

I.e the new XF DAF (+ TGX Euro6) use the higher values in the top 2 gears, is there a way to change these, such as (Detroit Diesel Series 60) activating when cruise control is in use?

as i wrote elsewhere, there is array secondary_curve[] (or maybe secondary_torque_curve[]) that could define this. if array is empty, primary curve is used. if that is empty as well, default curve is used.

detailed documentation will be made during beta (when it will be clear what feature make it into public release ;)).

That's referring to the torque curve of the alternate torque, what I am asking is how does the game determine whether to use one value or the other
