Why no penalty for this? - accident avoidance
I was driving in the UK, lane 2, on a 3 lane motorway, at night. I came around a bend and saw stationary traffic too late. Braking too late, I hit the rear of the car in front, which pushed it into the car in front of it.
The AI police had blocked 3 lanes due to an accident further down the motorway.
After a while the AI cars sorted themselves out and I could go on using the hard shoulder.
At this point I missed the fact that there was a junction here and all traffic was being diverted off the motorway, so I carried on my merry way down the hard shoulder until I reached the accident scene.
There was no way I could turn around so I just passed the AI police car and the cones, the accident scene and continued down the now empty motorway.
So TL:DR
Hit 2 stationary cars - no penalty
Passed a police roadblock - no penalty
Passed another roadblock at the scene of an accident - no penalty
It kind of makes up for all the times I've been hit by AI vehicles at motorway tolls

Consider it a reverse-karma for all those toll incidents of the past.
Time ago I caused too a crash similar of the one you explained and neither get fined. I deemed it as a game glitch.

Crash penalties are random and if there was no AI police car around then by default you have only a 70% chance of taking a fine. Bypassing road blocks does not seem to be an offence for some reason.

The penalty for bypassing a roadblock comes when you realise why the road was blocked (an air ambulance conveniently just beyond render distance), have to turn around and either a) get wrong-way fines or b) get stuck, have to get recovered, get fined for being late and over hours (because recovery seems to take seven years just to get you half a mile down the road) and then have to cancel the job. If this sounds salty, it's because I am- this has happened to me WAY too many times.

I did this yesterday - bypassed the roadblock and there was the air ambulance blocking both lanes and the hard shoulder - thankfully there is a useful facility called autosave

Never thought of that. Then again, I prefer to take jobs in one hit.

Nahh I have always been able to pass the accident site in case I didn't like the detour
If you are on WOT contracts autosaves won't help you

And detours don't exist in WoT.

Roadside event's yes, but not detours.
