I have seen in some youtube videos that, they can open/read/edit SII files after decrypting them with NOTEPAD.. After decrypting I can open that sii file with Notepad but can't understand anything (what is written)..
I am talking about the game.sii file of ets2. please someone help.

You are probably looking at a binary format save. Check out the g_save_format configuration parameter for how to save in text format.
