DLC problems

I've bought the French DLC, so I thought I'd start a new profile, to see if I can access other cities within Europe, and yes the highlighted cites are now available everywhere, where as if I start again with my original profile I'm very limited as to where I can go?? I enclose the map so that it can be compared to the original profile map that I sent several posts ago. Just wonder why I haven't got all the cities highlighted with my original first profile. Any help would be appreciated.

what you show now is the selection of your head quarter, and this can only be done once when you create the new profile

So does that mean that once I start from a particular city, that the rest of the highlighted cities in that country won't then be available to start from. Sorry, but I'm still trying to get my head around the programme.
