Mandelsoft was not the only one on German rebuild, but he was the main one. And mostly solo.
There was 1 or a few more that did some stuff.
Mandelsoft even said that on either a SCS stream or in SCS or ProMods forums.

i never talked about german rebuild, i talked about the rebuild france cities

rebuild is a side project, the new people will be used for the DLC and not for an already started project by other people

How do you know that ? As far as I remember, Germany was rebuild by Mandelsoft and some juniors.
