I am lost as to what you are actually asking. You might want clarify your title or the words from your poll. All states you list are already in the game so I think what you might be saying is what state should SCS redo. If that's the case we have a few threads titled reworks in the research thread. But your bottom option of main map is puzzling because the main map is both California and Nevada. Most consider Arizona part of that because it was not a paid dlc.

To be honest, I don't think SCS should rebuild any ATS state in its entirely. I think bits and pieces can get rebuild in California and Nevada in phases. For example all of Southern California, the bay area of California, revamp farming off CA-99 and add US-50 at the least to Carson City. Nevada I-80, US-395 and Las Vegas. Luckily they are rebuilding Vegas now. Arizona ,New Mexico, Oregon, Washington and Utah only needs extra roads. Arizona could use a few more tweaks than the others but its okay for the most part too. The signage overhaul it game makes it a lot better.

SCS aren't going to add any of the pay states to the base game, the best you will get is sales and states being bundled together for a discount.
