The first one is using coloured usernames with the mention feature. If you're mentioning a administrator, moderator, senior beta tester, junior beta tester, or staff member, make sure you put the name colour tags on the outside of the mention tags. If you put them on the inside of the mention tags, the person you are trying to mention will not receive a notification. An easy way to tell is if the at symbol also bears the colour of the username. Here's an example.
This is with the colour tags inside of the mention tags. The notification system will NOT work this way.

I setup this example thread to show this. Here I have a double post, and the second post is reported.

Here's the log of this report being dealt with. The report was closed and the double post was deleted. However, the report was also deleted with the post, so it can not be reviewed if it needed to be.

As shown here, even after it's been dealt with, this report still shows up in the list of closed reports. That way, we still have a record of it in case we need it.
