I see signage like we have in Ukraine. And car Жигули.
But it can be also Russia. It's very similar in real life.

I'm hoping for the Balkans, but the architecture and the flora don't look that way. Ukraine seems a possible option, but I wouldn't exclude northern Scandinavia.

Billboard on image 7 seems to be in Cyrillic. Also Cyrillic "Bank".
Store name on image 4 also Cyrillic.

Could also be more of Russia?

My guess is that it could be a large DLC if they have teasers ready in October. Ukraine could very well fit that description.

Using Google Translate, bank is translated into "Банку" in Ukrainian, and "Банка" in Russian, but neither of them is "Банк". Maybe a native speaker of either language could clarify?

Image 4 and 7 include Cyrillic text. It doesn't feel like the Balkans, so I think it is probably something from Ukraine, Belarus, Russia or some combination.

Good luck finding an intersection with a "Банк" somewhere in rural Eastern Europe.

I was fooled by the cardinal pattern as this doenst look like ireland at all but if it's an Eastern Europe expansion then woohoo and say good bye to the big gap between BTBS and RTBS!

It could also work out to be two DLCs next year: Belarus and Ireland. Just an idea...

All signs are in Russian. This is Russia, it is less likely that Belarus.

In the Russian language it looks like this means bank.
My bet is that the next DLC will consist of Moldova Ukraine and Belarus. The three countries also speak Russian.
