Truck Upgrades Broken?

I'm trying to get a wheel cover for my T680, and it says I need to be at least level 2, which I am. All the covers have a strange symbol next to them, and none of them show up in the customizations menu. They show up in the customizations index, but I can't apply them because they don't show up. Why is this? Do I need some kind of special shop?
