Driver recruitment list empty

Am on level 40 (king of the road) i have alot of money & i have bought many garage almost 80%of europe map but recruitment agency list empty why :cry:

You've hired all the drivers that are available in the game.

Is there any chance that CSC increase the hireable drivers count? We have to many garages and driver slots that are being empty.

They have done in the past, but only by a small amount each time.
