Gosh, on one hand I feel relieved! For a moment I thought I was not only completely crazy, but mainly having issues that I could not absolutely understand, let alone solve. Let's hope Steam will find a swift solution, then.

Did anyone of you already tried re-installing Steam? I a post from someone having this issue in another game some time ago and apparently this fixed the issue, at least fro him...

Two days ago I performed a clean installation on another virgin PC, and the result was the same, i.e. bad.

Apart from the fact that the list of mods changes for some users each time they try. So no it's not mod specific.

There do seem to be times where specific mods seem to be affected... I've mostly been working with this same issue over on ATS, but currently I've just decided to wait for Steam to get organized about this issue. I don't care to play the game online, I never have liked playing games online that I can play offline. I just really hope they fix this stuff.
Having to deal with re-subbing the same three files over again about 4 times now is just aggravating and no fun.

What I did:
Sub, get url, go to folder, copy contents, zip and put in local mod folder. Sorted!!

It seems that the problem has been fixed. Today I had no problem. I found all my workshop mods enabled.
