AI to blame but player always get the penalty
Maybe SCS read the rules wrongly?
If you hit a soft road user you are always to blame
Soft = cyclist, pedestrian etc
AI = SOFTware

The game isn't sophisticated enough to determine fault. You simply get fined for being in a collision (if your speed is above about 5km/h).
In theory both people are fined, but obviously that has no effect on the AI.

@ peterburten left or right turning vehicles do NOT have the priority in North America. With the exception of a turning arrow. I doubt it's any different anywhere else considering you would be turning into traffic.
