Speed limit increased without reason before the motorway entrance, in Rome (I)

Near IKA factory, in Rome, entering the motorway "GRA" in North direction, the speed limit decrease from 70 km/h to 40 km/h just immediately after the road sign, and immediately after it return to the originary 70 km/h.
