Driver Exceptionnel

I can't seem to find all the jobs for the achievement, new routes don't seem to pop up only old ones repeating,
I can't even get all the base game routes. What is causing this, do I just need to wait or am I doing something wrong?

Mods can remove routes from the game. Otherwise make sure you have discovered all cities.
