The Bay Area, no doubt. They said it was being worked on alongside the NorCal cities of 1.44, right? So maybe the area will be ready for 1.46. Remember that the reworked Bay Area was teased on last year's Christmas Stream, and it seemed to be coming along pretty well (even though we only saw one or two cities, IIRC, and neither San Francisco), so I don't think it would be released in 2023, unless there was some unforeseen issue.

Furthermore, I consider that I-80 across Nevada must be redone next.

I have lower expectations for ph3 coming for 1.46. US-14 was also teased last xmas and we just got it and that was one road and a smaller city. Ph3 is much larger. Although it was said that a lot of it was done, I won't hold by breathe waiting for it this year. If it comes, great but I'm not anticipating it until Spring of 2023. I'd imagine the big push is getting Texas out for 1.46 so that compromises staffing a bit. If SCS took notice of Wyoming missing US-14 and Cody and now Montana missing US-20, I'd do a fine sweep thru Texas to avoid a 3rd dlc in a row missing roads.

But if Texas is 1.46, the biggest thing I'm hoping for is AI improvements which could be the result of DX12 and the engine upgrade. Issue there is if DX12 requires beta like DX11, Texas might have to go 1.47 to allow DX12 to become a stable platform first.
