There's literally 'one thing' that stops them from doing so - the manufacturers themselves. They have to get approval from them every time they post something about the truck (right from the teaser), and without the final approval, they cannot release it too. It works no different than any marketing agreement.

Some part of the NDA has something to do with SCS too. They showcased the VNL in ATS teasers but couldn't add it during launch, They showcased or talked Renault T and MAN TGX long before they were actually launched. They are just playing safe when it comes to talking about Progress in truck models, and that's okay.

Interestingly, both TGX EL2 and EL3 came too late than they were teased for the first time, so if we had to go by the patterns we cannot be too optimistic.

SCS very rarely shows trucks WIP screenshots, perhaps due to the fact that this is a rather complicated process, unlike the development of maps, and something can go wrong. Renault T was shown back in 2016 and it was supposed to be released along with the Vive la France DLC however, due to licensing issues, it was only added to the game in 2019. The old Cascadia was also shown a very long time ago, but so far it has not been added to the game. But, fortunately, the new DAF XF came out shortly after the screenshots were shown on the blog.

because it was a joint venture with SCS and DAF, this is why the NGD was ingame almost within the same day, same goes for the 49X and the Renault T Evolution, they all couldnt say no because they instigated it and SCS, ofc, said yes to it

For me, if the scs software can rework the model to be the same as the Renault T evolution when adding the Volvo FH-5 and the new Actros-5 from Mercedes Benz, I think many people will accept it
Hopefully in the future America Truck Simulator will add these trucks: Freightliner 122SD/Century/Columbia/FLD/Cascadia/Coronado, Kenworth T800/T880/W990,Volvo VNX740, International HX520/ ProStar, and MACK Pinnacle, MACK Titan.

Is not that manufacturers have to approve SCS talking about some on-going agreements like @werewoooooooolf said, SCS told once (*) that it's more a question of discretion. Lots of companies don't like that an agreement is made public while still being processed and still not completely settled. Talk about those things prematurely could be seen by some parts as like "it's all done already" and also could be seen as a way to drive "supporters" to force the deal. So, such things could upset the negotiators and difficult the agreement.

so you except people to watch a 2hr video, and magically find the one spot where you noticed something ?

I think scs software will release the trailer DLC for the fuel tank and silo before adding the 2020 MAN-TGX, then use it in the trailer announcing the addition of the 2020 MAN-TGX

Now that the Hannover Messe will be in game, and in the blog post they said that "Perhaps this area might come in handy later this year, who knows?" I think we will have new truck in end September or atleast a WOT event related to a new truck.

In the end of September in the Hannover Messe will take place the IAA 2022 fair(20 Sep-25Sep), and Daimler already said that this year will show to the public the future eActros(2023/24), and Iveco said that they will launch in the fair the european version of the Nikola Tre (the first costumer will be the Hamburg port).

The relations with Iveco seems froze at this point, but with Daimler (atleast Daimler US) seem to be more fluid, we are waiting for the launch of the new WS 59x in game the same day as IRL(Probably this summer), and the reprensentative of Daimler US said that maybe more things from freightliner are coming to the game.

Freightliner recently launched the new eCascadia, maybe Daimler is planing to advertise eCascadia and eActros in game(It would be a marketing it be the first electric trucks in ATS and ETS2), they don't need to be included as drivable models right now(they have atleast the ecascadia almost done because is almost the same as cascadia daycab currently in game, only few parts change, fenders, grill, batteries), maybe they will come to WOT event as cargo, or will be drivable in a test track event.(Or maybe are coming to the game as fully usefull trucks and SCS has planed a way to recharge them, maybe adding time to the load/unload coupling/uncoupling simulating the recharge, or even recharge while sleeping)

This last update include branded fifth wheels for 3 trucks in game, Last Scanias, Renaut T and Last Actros, so maybe SCS consider this trucks up to date quality wise, and in september with a WOT event about the IAA fair we will recive the parts necesary to update the Actros to current model (Like they did with the Renaut T for example), because is the first renders the eActros seems to have many parts in common with the current actros, so if they plan to model the eActros for some kind of event, they need to do parts for the Actros anyway, so maybe this will bring us the new Actros (new engines and mirrorcams)

There are other option least exciting but equally cool and is to have the launch of the new TGX MAN as event in Sep around the Hannover and the IAA, but who knows.
Anyway that make me think that a new truck or new parts for already in game truck will come in end September
