Texas - Houston - Fined when turning right on red [202968]

On an intersection on in Houston, I was fined for turning right on red going from TX 146 to I-10 eastbound. First I thought it was a fluke, and I did something wrong, but later I was fined again in the same place.

I've run into so many right on red fines in Texas that I just quit turning right on red. I took screenshots of several of them, but haven't found time to go back in an non modified profile to verify it, even though none of the mods I run would be the cause.
