Sure not. ATS and ETS will never be merged. Think about this, what happens to the players who bought both games? Do they just get a third game? What happens to those who bought only one of the two? They get the whole package but can only play half of it? Also, makes no sense to merge the games, as no trucks get shipped from Europe to America or vice versa, at least not with cargo. Cargo between the continents is transported by ships or planes.

And almost 100% warranted the licenses of all branded objects in the games (trucks and trailers) are tied to an specific game (so, tied to ETS2 and ATS). In the prospect of a new game that would merge both actual games, SCS should had to re-negotiate all the licenses (one of the reasons why an ETS3 would probably never come, as several people discussed in this thread already several pages ago).
What could happen somewhat in the future is that SCS decide to keep evolving WoTr the way our actions in both games could be "linked" and gave us the sensation we have a single global hauling emporium on both sides of the pond. But that's just an hypothesis; nobody but them knows what SCS has in their heads for WoTr future.

I started my ETS3 concept map. For now, only a 1:10 scale of Portugal.

Still a very early work in progress. Cities are already defined, but very little else was made for now

Regardless of any plans of bringing ETS3 to the table or keep pushing free updates to ETS2, it probably won't happen until they are done with ATS. Which seems to be at least a decade away from now, given the current pace. Why do I think that? Because if they build ETS3 based on a new engine (why else start on ETS3?), then they need to have two different technologies updated at the same time (old ATS engine and ETS3 engine).
Either way, they are rebuilding the base content for free for ETS2, instead of creating new features that generates income. It's a really strange decision. You don't need a degree in business or economics to understand that it's not good for the revenue to keep employees idling on old content and giving it away for free.
