IIRC these signs are not applied by skinning - they should appear automatically when loading ADR freight

It depends on what you want. If you want to remove them then you have to edit the 3d model of the trailer. And if you want to keep those empty holders then you can select "nothing" in the game in the trailer overview.

IIRC you have to edit the cargo definition files. If you delete the "data_path" of the cargo model, then no signs will appear.
