In game home folder, there should be server.log.txt (at the same location there should be those generated files).

Anyway you are missing game configuration (map, dlc list, mod list). This can be exported from your game (to mirror your setup).
In config.cfg enable set g_console.
When game is running press `~` to open console and run `export_server_packages` or `export_server_packages destination file` command. server_packages.sii will be generated in the game home folder. It is necessary for map to be loaded when this command is called.

Thanks I got it working, but how do you add moderators in the server_config it says 0 now?

c:\Users\XXX\Documents\Euro Truck Simulator 2\ (Or American) should be the location where server_packages.sii were generated. At same location there should game.log (log from normal game) and server.log (log from server, same thing you can see in console while server is running). If you have ever hosted any session from game, in your profile folder you should be able to find last_session_config.sii. That is the same config (so you can copy it and rename).

I use the -homedir Steam parameter to redirect my game's home file directory to a different location other than the Documents folder. It seems that the dedicated server does not follow that as it created a new American Truck Simulator directory in Documents. Is there a way to get the dedicated server to see the home directory location that was set using -homedir?

The game.log is there, the server.log is not.
Am I doing something wrong?...
