Description:
Once a version change is detected, possibly at other times too, you will be presented with an icon in the lower right corner upon launching the game.
This icon symbolizes "What's New" and will bring up a summary of recent patch notes.
Today, this came up in a language that did not match the user selection for the rest of the user interface.
Reproduction:
First launch after a new version was released.
A modal dialog pops up indicating that you have received a new version, jobs have been cancelled, etc. This was dismissed.
Examining the rest of the launchpad screen this was observed in the lower right corner. (See Screenshot attachment)

I observe that the "Latest News" and "Newest DLC" sections are empty, but not sure if they are supplied for Open Beta clients or not. That would be a separate issue.
Also can confirm that the ATS proper icon is now shown in the "What's New" floating window - looks like that was fixed.
