I wouldn't read too much into it as in it coming closer. Maybe there is just a small team tasked with refining it and have slowly been adding things to it.

From the very beginning I was saying, that HoR should be released right away, geez, it's just a game, and has nothing to do with real life.

An easy solution would've have been releasing HoR and making 1/2 of the profits go to fundraisers helping Ukraine. Half of the profits is better than no profit, which is what they have now...
