Yes, if the licence agreement allows it. IMO licencing something to be used only as a cargo is pretty much quite pointless - if the cargo DLCs are supposed to be licenced that way, SCS should probably not licence them at all (unless they're really cheap to licence, but if they're not they're ultimately waste of money because how many times you'll haul that equipment in the game?
