I want to buy a new DLC for ATS. Which one do you recommend?

Usually, I would always recommend all the DLCs, but if I had to buy one DLC, and owned several already, I would recommend Texas the most, as I believe it's the best of all three in terms of quality, value, and size. But Colorado is pretty good too, and still holds up well after almost three years since being released.

Basically, in my opinion, Texas > Colorado > Wyoming, although all three are great DLCs.

In that case, i would say Colorado > Texas > Wyoming, Colorado is a MUST own DLC.

I would purchase Wyoming then Colorado since Montana is not on your list needed to purchase, then Texas. If money is tight, I would wait for a sale and you could probably get Wyoming and Colorado for the price now of one or close to it. If you purchase Texas before the other two, you map will be not driving friendly from north to south.
