I don't think anyone is ever happy with how SCS does their home town or region. Something about expectations and reality.
I do remember the arguments about signage in Iberia though, and there were some valid complaints there. From what I've seen though (and I don't own ETS2), besides that Iberia looks pretty decent.

As I can see, nothing important was mentioned in the stream, and by the way, today's driving at the driving school was the worst I've ever had, but that was my fault, because I wasn't fully focused, sometimes I went too far to the left in my lane (not far from the opposite direction) the instructor looked at me he raised his voice, I managed to "shift" from three to four at the roundabout, instead of from three to two, I was totally lost and when we were conversing, I answered maximally with 3-5 words, and I also "managed" to turn onto a parking lot where there were 6 parking spaces and a concrete wall opposite, because I thought that the road continued from there that went somewhere else, of course I stopped, but it's about the principle that I took a wrong turn and then had to reverse it, I wasn't tired, just unfocused, physically in the car and on the road but with thoughts somewhere else, I can be happy that I survived, and the instructor kept grabbing my steering wheel and saying keep on the right side, I kept running to the left side in my lane, once I almost found myself with a third of the vehicle in the opposite direction, this was my 3rd drive in the evening but the worst and I liked that after the first ride in the evening

I agree that probably everyone is kind of biased when the game depicts their home regions. I've also been guilty of that.
Concerning Iberia, I don't think the signage is that big of a deal. On the contrary, it has probably the most complete and detailed signage of any other ETS2 DLC (although that can be surpassed by West Balkans) - Iberia features signed regions, rivers, tunnels, highway names and detailed exit signs. The only weak part on the signage IMO is the scarceness of distance signs, the abundance of 110 kph speed limits (In Spain they only existed during a short time on 2011) and the fact that some village signs are written in caps and minus (they're always written in caps in real life). Signage has never been a strong point in ETS2, especially when compared to ATS (I wrote a whole thread about that some months ago).
I'd say the most commented complaints about the Iberia DLC are the abundance of highways, the lower road density compared with other DLCs, and the lack of elevation changes. I don't have a problem with the first one, since highways are very common IRL in the Peninsula. I prefer the main truck roads to be represented instead of what still happens in base map Germany or France, where some minor roads are in place instead of other more important IRL motorways.
The lower road density is noticeable when compared to other parts of the map, but it's understandable since Iberia was at its time the biggest DLC in area that mappers had to deal with. The only miss that really bothers me is the gap in the Pyrenees between France and Spain. It's still the biggest blank space in both games, 400 km in width and bigger in area than Switzerland, and sticks like a sore thumb in the in-game map.
The lack of elevation changes is a legitimate complaint. Most of the Iberian Peninsula is a massive plateau surrounded by mountains. That means that, when you're going from the coast to the interior, the roads will always have to climb some mountains. For someone that knows the Iberian highways well, the lack of slopes feels a bit jarring at some places. To be fair, most of the ETS2 map, DLCs include, suffer from this. I don't find this problem that present in ATS, where there are elevation changes for most of the main mountain passes.
I don't expect most of these problems to be ever fixed, except maybe the addition of a third France-Spain connection through the Pyrenees. I still can live without most of the misses, and in the bigger picture, I'm pretty satisfied with what was included in the DLC. When you look at things like the number of cities and the total road mileage, Iberia is totally worth it.
From what we've seen from the West Balkans DLC, it seems that the problems that affect Iberia won't be present there. I'm sure its release will be a great success, and I'm definitely looking forward to it!
