[Nebraska] Storm Research Vehicle has no driver [240817] [FIXED]

There is nobody inside the Storm Research Vehicle while it's on the move as an AI traffic vehicle.

- Steps to reproduce:

1. Go to a road in Nebraska during rainy weather (g_set_weather 1 / rain probability 100%)
2. Wait for the Storm Research Vehicle to appear or force spawn it (spawn traffic.dunit)
