Moved to help requests as this is not a mod release
Does anyone know of a way to make the AI vehicles turn on the rotating emergency lights?
The "Aways_on: true" code no longer works for moving vehicles. Does anyone know which codes were updated or which files this option was transferred to?

Re: Rotating lights for emergency vehicles
If you want the beacons to be on while the vehicle is moving, you will need to change "light_type: police_hooter" to "light_type: beacon" in the flare hookup definitions.
However, doing it this way is likely to cause undesired effects such as the beacons running on parked vehicles or it will possibly break the emergency lighting on emergency vehicles that are part of the random events/detours.
Using the "always_on: true" property on flares that blink will just make them glow steady instead of blinking.
The best way to do what you're asking for is to make new flare hookups by copying the flare hookup definitions for the emergency lights, giving them a new name that won't conflict with the existing ones, and then changing the "light_type" property for the flare hookups in the new file.
Then, you should make new vehicle models via Blender with SCS Software's Blender Tools plugins for the emergency vehicles that you want to have their lights on while moving in traffic, with the flare hookups of the emergency lighting pointed to the new flares that you defined.
The original emergency vehicle flares can be found in the "vehicle_beacon.sii" file.
