In general, I think that this S11 would be finished before 2030; yet while other segments to the Szczecinek and Kępno (both outside Wielkopolskie Voivodeship) are currently dealing with design and authorization stage (decision on environmental conditions). Beyond that voivodeship, the last missing fragment of S11 from Koszalin to Szczecinek (Bobolice - Szczecinek) is under construction, so at least whole Zachodnio-Pomorskie voivodeship's segment of that route would be available, while Opolskie voivodeship's segment is in similar situation (Kępno - Kluczbork - Olesno under construction), while Silesian segment to A1 highway around Katowice is still in. design & authorization phase.A contract has been signed for the design and construction of the S11 expressway between Oborniki and Poznań, along with the Oborniki bypass. The investment, which is over 22 km long, will be carried out by a consortium of Kobylarnia and Mirbud. The value of the contract is more than PLN 853 million.
Implementation timelines
The construction of the more than 22-kilometer section is enshrined in the Government's National Road Construction Program until 2030 and will be carried out under the Design and Build formula. The contractor has 10 months to develop the construction project and apply for a decision to authorize the implementation of the road project (ZRID). We assume that its processing will take seven months, with another 22 months for field work. Winter periods from December 16 to March 15 will be excluded from the execution time, and construction on the ground should begin in late 2025. With the smooth running of the entire administrative and construction process, drivers will use the new route in the second quarter of 2028.
