[Guide] How to enable and use the developer console.

Anyone knows what these 2 lines do in the config.cfg? And if im about to modify them, what values i should put in them?
I can't find any information about these 2 lines in SCS' Configuration variables documentation

uset t_limit_fps "0"
uset t_locked_fps "0"

[-MLP-]

t_limit_fps is limiting the FPS you game run.
I use t_limit_fps 60 because my monitor is 60hz.

I don't know what t_locked_fps is.

Hi again been a while just discovered how to do this after all these years .
Am bit vague about the free roam have brought up console command but tried to enter the 0 ( zero) right side of keyboard but nothing happens .
Running version 1.53 Win 10 .
Any ideas would be appreciated greetings from down under

The F9 key doesn't spawn the truck after I fly to a new spot, is there something else I am missing? I am doing trying this out in single player.

To anyone in the future searching for this. I found that CONTROL F9 does work!

I just updated to version 1.55.1.5s (64-bit), but now I can't access the console. In the previous version, I was able to use the console normally.
I checked the config.cfg file and both uset g_console and uset g_developer are set to 1.
I'm not sure if there's anything else I need to change.
Please advise. Thanks

Same problem here. Once I press tilda nothing happens.
Checked config file as well.
