Fairly certain we are on 3.3.x, however if i am not mistaken the alt text thing is a plug-in and not native to phpBB.
Either way, don't be expecting any major changes. There is a desire to move away from this naff forum software in favour of something else and having tested it briefly I really hope the switch gets approved it seems far better in every way. Sadly there is a bit of resistance.

@Carsmaniac, use "report" function on your posts/threads (the exclamation mark button) to get moderators' attention quicker. Use description area for explanation.
