Impossible to enable scs tool addon [NOT A BUG]

Impossible to enable scs tool addon from Blender 5.0 that output this message :

No module named 'bgl'

The latest officially supported version of blender is 3.6. 3.9 has 99% functionality. Otherwise use the unofficial tool as suggested.
