hello, i find solution on the internet, but still there are fps drops in cities, but much less fps drops
- Go into C:\Users\YOU-USERNAME-HERE\Documents\Euro Truck Simulator 2

- Open the config.cfg file and find the line uset r_device "" and change it to uset r_device "dx12"

- Save and done

Or in steam library on the game page in options need to write -rdevice dx12 and lounch game

dx12 is not supported and might lead to game crashes and other issues. Depending on your pc specs you could try turning off vsync

You can try these settings:
Scaling - 300%
Anti-aliasing - TAA + SMAA
Texture quality - High
Anisotropic filtering- x16
Normal maps - On
Reflection scaling 100%
Reflection detail - High
Mirror quality - High
Mirror resolution - High
Mirror distance - High
Shadow quality - Ultra
Far shadows - On
Interior shadows - On
SSAO - Off
Light visibility ranges - High
Traffic headlights - On
Secondary vehicle lights - Off
DOF - Off
Sunshafts - On
Vegetation detail - High
Grass density - High
Weather quality - Ultra
Pedestrians - On

Then go to config file and change this values:
uset t_averaging_window_duration "x" <-- set this to monitor's default refresh rate
uset t_averaging_window_length "y" <-- set this to 2x the monitor refresh rate

i have these settings, less than you suggest. But i still have problems with fpson version 1.59. I hope SCS fix problems in version 1.60. I havo no powerful PC, so somethink i have on High, something on Medium settings. :
Scaling - 200%
Anti-aliasing - TAA + SMAA
Texture quality - High
Anisotropic filtering- x8
Normal maps - On
Reflection scaling 100%
Reflection detail - High
Mirror quality - Medium
Mirror resolution - Medium
Mirror distance - Medium
Shadow quality - Low
Far shadows - On
Interior shadows - On
SSAO - Low
Light visibility ranges - High
Traffic headlights - On
Secondary vehicle lights - Off
DOF - Off
Sunshafts - On
Vegetation detail - High
Grass density - High
Weather quality - Ultra
Pedestrians - On

Turn off SSAO - its not optimized and makes game stutters and lag often. You can also change anti-aliasing to only TAA. There is not a big difference and fps will slightly improved. What's you pc specs? They are also important because future updates for optimization will be mostly done for newer pc specs. And in 1.60 there aren't any improvements. And some people even is saying than in ats the performance got worser.

To be honest, I also think it's some strange things going on with the FPS. I have everything maxed out except scaling that I just did put to 200% (had 300% earlier as that was what Nvidia "optimized" it too). My FPS goes back and forth between 100 (set as limit) and 70 something. Before on 300% scaling it went between ~75 to ~50. This up and down behaviour happens everywhere on the map, with some deviations depending on rural or city. It oscillates every second

That's the main problem. Not stable frame rate. But in some occasion fps. Like in cities or areas with dense forests.
