Yes, that's often the case. Most mods don't get updated for very long, although there are a few exceptions.
The K100 is a good example—it's been maintained for many years now. The same goes for Harven's mods, which are usually kept up to date.
But apart from those exceptions, many mods eventually end up being abandoned, like Overfloater's mods.
That's one of the reasons why I'm relying less and less on mods these days. I'd rather enjoy the game and the content that SCS provides. That's also why I keep asking SCS for new features so often.

I know you werent listing everyone possible but shoutout to @grimes for his season mods going for 11-12 years now and @Drive Safely with his sound mods just as long i guess, probably up in top 5 of most consistently continued mods. Without those i dont know what these games would be honestly and they did not become greedy, in all these years they kept their mods absolutely free! You're right, I didn't mention every mod. I was mainly referring to truck mods since those were the ones being discussed earlier in the conversation. 
That said, I completely agree with you about the mods that have stood the test of time. Huge credit to their creators for continuing to maintain them over the years.
