Converting a JPEG to a file that Blender will read

I tried to use 3D Tripo and I was able to make a few JPEG photos into 3D and at first I was allowed a handful of uploads for free but then I soon found out that they did an update to where I can't update without a subscription. I was wondering to find out what site is out there that does convert my JPEG files to 3D and to upload it to Blender without any hidden prices and is very honest when they say creation from 2D JPEG to 3D for Blender for free.
