I've experienced this before, it's not actually the weather. When it happens; press '2' on the keyboard for the outside view, outside of the truck will be bright, then press '1' to switch back to the interior view, now the interior view will be bright again. This happens (rarely) when starting a quick job or when loading the game and resuming a delivery.

I did as you wrote (several times), but it does not change anything.

I'm using the Radeon and CCC. HDR is on.

I get this effect when I pass bright signs, fences, and trailers like the one on the right in your picture, (I assume reflection) but only when the angle of the sun is low. (morning or evenings)
I have been getting this with all prior versions, btw, I have a Radeon HD6850 video card, maybe it's an ATI/AMD thing.

I have an antique (??) Sapphire AMD Radeon HD5670 512mb graphics card. Basically bought to enable 3D graphics in Photoshop (which I've never really bothered with!!).
I update the drivers as regularly as I update my Win7 x64 system, i.e. wait a couple of weeks to see if the new 'updates' mess everything up or not by keeping an eye on t' t'interweb..
I used ccc to get the overclock settings, and noted them. Then uninstall ccc. Its what I call 'bloatware' and being a PS user I know what 'bloat' is!!
I use MSIAfterburner with the Memory Clock setting as recommended by ccc but with the Core Clock knocked down a couple of marks.
With HDR on, and using nIGhT-SoNs HDR Fix to dampen down the excessive Bloom, my average (to me) graphics settings make my game tick along quite well.
When I relied on ccc I was always having to adjust things. If you want a more accurate description of my 'average' settings then let me know.
