As I remember on my trips around in Europe, it is only in UK that they have this. (Correct me if I am wrong.)

Only the UK and Ireland have cat's eyes on the road, but the rest of Europe commonly don't have them...

well, in Turkey, everything that has reflective surface like roadside posts similiar to ones in Scandinavia are called "cats eye" so, may be he is referring to that.

In the end, they only looks lit up when beams hit them...

Here we have passive cat eyes on roads and highways with no lighting/ poor lighting. Otherwise, you won't find them. Sometimes the marking on our highways have reflective coating on them too. I wouldn't mind these in ETS2, but I don't think they are widely used, though I swear there was a map before the Scandinavia DLC that had some, can't remember which.

I vote no because there are less motorways who hasn't those cat eyes anymore on the roads, it's a thing from the older days.

In Finland and Sweden we do have Cat Eyes on the side of Mainroads and for special markings on less density roads marking for bridges, culverts and such. However those Cat Eyes are peg up in a white pole like this:

So there should be some Eyes blinking in the night...

If it's not a common thing across Europe I don't see it happening. I notice that Scandinavia DLC does have the ones on the pole at the side of the road on single lanes.

But for them to do it in the UK they would either have to make new roads for the UK or give it to the whole of Europe (I could be wrong I know nothing about making maps.)

The problem is, for the UK, we have so many different types and colours. I've seen white, red, blue, green, amber and florescent yellow ones all on the M62 between Wakefield and Elland.

Personally I would just be happy with the single lane roads to have either road central ones or the pole ones (white for your side of the road, red for the other side). The single lane roads do get rather dark at night, sure that is easily solve by turning on my portable sun, but it would be nice for realism sake.
