California has them on most non-state or federal roads, and every state or federal highway or freeway. But with very few exceptions, most other US states don't have them.
Here is a collection of mods of various different ones to add to the crash barriers the game (no roadway reflectors), but they don't really work very well because they're just images. (At least on lower graphics settings such as those I use.) If they were models with flares they would most likely work much better. Even so, I added the yellow stripe one to my game and I like them. These mods are for 1.5.2, but they still work for me in 1.20.

Only on guardrails in Croatia and on road crossings for pedestrians. Would be a nice addon (unless it would cause too much FPS drops)

Apparently they are looking into alternatives in the UK as Cats Eyes don't last very long so they are simply not cost effective.

The bosses at CalTrans (the California Dept. of Transportation) used to think the same thing. Then someone came up with the idea of recessing them a bit in the pavement, and problem solved. They don't wear out nearly as fast if tires don't run over them as much. Using this method, the pavement has to wear down before the reflector is touched by the tires. They are still prone to wear from the weather, but that happens whether they are recessed or not.
California also uses non-reflective "Bott's Dots" in place of solid and intermittent stripes (yellow and white) as lane dividers and "paint barriers" on many state and federal highways.

In many if not most European countries there are no cateyes but guide posts (delineators) with retro-reflective elements along the roadside. While they are in the game, the reflectors are nothing but white areas without any particular reflection, and on one side only. I'd rather see those reflectors introduced first... wonder why cateyes are so popular if they don't exist much in Europe
